About Transport Security

What is Transport Security, Inc.?
Transport Security, Inc. (TSI) is a family-owned manufacturer of locks and physical security products for the transportation and logistics industry. Founded in 1982 and headquartered in Waconia, Minnesota, TSI designs and builds the ENFORCER® line of high-security padlocks, hasps, door locks, and security seals used to protect trucks, trailers, intermodal containers, and rail cars. TSI is the North American partner for ABLOY®, integrating ABLOY’s disc cylinder technology—the same mechanism used in bank vaults—into every ENFORCER product.
Transport Security has been protecting cargo for over 40 years. Founded in 1982, the company is now in its second generation of family leadership. Many of TSI’s original ENFORCER product designs are still being produced today, a testament to the durability engineered into every product.
ENFORCER locks are manufactured at TSI’s facility in Waconia, Minnesota. ABLOY disc cylinders, keys and other components are sourced from Finland, then assembled into finished products in Minnesota. This combination of Finnish precision engineering and American manufacturing is a core part of the ENFORCER identity.
ENFORCER locks are trusted by some of the largest trucking fleets, retailers, couriers, railways, and storage companies in North America. Customers include major carriers like Swift Transportation, Prime Inc., Crete Carrier, FedEx, J.B. Hunt, Landstar, C.R. England, and Roehl Transport, as well as retailers and brands like Costco, Macy’s, Target, Home Depot, Lowe’s, and Best Buy.
TSI serves trucking (general, refrigerated, flatbed, and tanker), retail distribution and loss prevention, portable storage, shipping container and intermodal, construction, and rail. Any operation that needs to physically secure cargo in transit or at rest is a candidate for ENFORCER products.
Both. TSI sells directly to enterprise fleets through its sales team, and also through authorized resellers and dealers including online retailers. Products are also available through OEM trailer manufacturers such as Utility Trailer, Utilimaster, and Hyundai Translead, who can install ENFORCER hardware during the trailer build. For individual purchases, the ENFORCER online shop is available at shop.transportsecurity.com.

ABLOY® Cylinder Technology

What is an ABLOY disc cylinder, and why is it better than a standard lock?
An ABLOY disc cylinder uses a series of rotating discs instead of the pins and springs found in conventional locks. This design eliminates the internal springs that corrode, break, or jam in outdoor environments. The result is a lock that is virtually pick-proof, bump-proof, and drill-resistant, and that operates reliably in extreme heat, cold, dust, moisture, and road debris—conditions that destroy standard pin-and-tumbler locks.
Yes, for all practical purposes. ABLOY disc cylinders require precise rotation of multiple discs using specialized tools that are not commercially available. Unlike pin-and-tumbler locks, which can be picked or bumped with widely available tools, ABLOY cylinders have no springs to manipulate. This makes picking virtually impossible under real-world conditions. ABLOY technology has been trusted for decades in high-security applications.
No. ABLOY keys used in ENFORCER products are patented and restricted. Only Transport Security can produce duplicate keys or rekey an ENFORCER lock. No commercial key-cutting service can copy an ABLOY key. This is a deliberate security feature that prevents unauthorized key duplication and gives fleet managers complete control over who has access to their cargo.
SENTRY is an ABLOY’s cylinder platform, featuring 11 rotating discs and over 10 million theoretical key combinations. All new ENFORCER customers receive locks on the SENTRY keyway. The platform includes a rear-loaded cylinder design (harder to attack from the front), a WSTM Anti-Wear System that extends cylinder life, and full master key compatibility. Existing customers on older keyways can continue to order compatible locks or transition to SENTRY.
ENFORCER locks offer three keying configurations. Keyed alike means all locks in a fleet open with the same key—ideal for driver simplicity. Keyed different means each lock has a unique key—ideal for maximum individual security. Master key systems give each lock or group of locks unique keys, plus a master key that opens all—ideal for fleet managers who need both individual accountability and centralized access. All keying options work across the entire ENFORCER product line, so a single master key can open padlocks, king pin locks, roll-up door locks, and air cuff locks.
Yes. ABLOY padlocks and cylinders are designed to be rekeyed by Transport Security, extending the life of the hardware indefinitely. If keys are lost, compromised, or a driver leaves the company, the existing lock can be rekeyed rather than thrown away. This is a significant cost advantage over disposable locks that must be replaced entirely when key control is lost.

Trailer and Container Door Security

What is the best lock for a trailer swing door?
For maximum security on swing door trailers, TSI recommends the ENFORCER Hasp (Model 8000 or 8014) paired with an ABLOY padlock. The hasp replaces the weak factory door latch and secures both the active and passive doors. The 8014 model adds a metal shield that covers the padlock shackle, protecting it from cutting tools. The hasp is designed for permanent installation, making it the preferred choice for fleets that want consistent, always-ready protection on every load.
For high-threat scenarios where a portable solution is needed, the Adjustable Trailer Door Lock (Model 1218, known as “The Beast”) wraps tightly around the door lock bars and includes an ABLOY 350 padlock. Installed high on the door, it creates a barrier that is extremely difficult to defeat. Its adjustable design allows it to be moved between trailers as needed, making it ideal for securing high-value loads, unsecured overnight parking, or routes through high-crime corridors.
The ENFORCER Adjustable Trailer Door Lock (Model 1218) is a high-security door lock for swing door trailers and containers. It wraps around the door’s lock bars with a chrome-plated spring steel body and cast steel padlock shield, adjusting in half-inch increments for a tight fit. It ships with an ABLOY 350 padlock—the thickest shackle in the ENFORCER line at 14mm. It earned the nickname “The Beast” (and “The Meat Lock” in the food hauling industry) because of its aggressive deterrent profile.
A slam lock is a locking mechanism that automatically secures a roll-up trailer door the moment it closes—no manual locking required. The ENFORCER Roll Up Door Lock (Model 8050) uses this mechanism with an ABLOY cylinder. When a driver closes the roll-up door, carbon steel locking pins engage automatically, securing the door until it is unlocked with an authorized key. This eliminates the need for drivers to carry and manage separate padlocks, saves time during multi-stop routes, and ensures doors are never accidentally left unlocked.
The Quick Release (Model 8051) is an add-on for the ENFORCER Roll Up Door Lock that allows the door to be opened from inside the trailer. This is a safety feature—if a person is accidentally locked inside the cargo area, they can release the lock without a key. Many fleets with home delivery or LTL operations require the Quick Release for driver safety compliance.
Both are permanent-mount, automatic-locking solutions for roll-up doors, but they differ in design. The Roll Up Door Lock (8050) is a slam lock that uses carbon steel pins and an ABLOY cylinder, compatible with most roll-up door configurations. The Trailer Lock Box (8055) replaces the standard trailer latch entirely with a spring-loaded mechanism that locks the door handle upon insertion—it is specifically designed for Whiting® door handles. Both eliminate the need for separate padlocks. The 8050 is more widely used across different door types; the 8055 is preferred when replacing Whiting-style factory latches.
The CargoGuard (Model 8075) is a portable, non-permanent security device for roll-up trailer doors. Made from 10-gauge high-strength steel, it covers the door handle and padlock assembly, blocking pry bars and cutting tools. It fits Whiting and Todco style doors without modification and is secured with an ABLOY 341-50 padlock. The CargoGuard is ideal for fleets that lease vehicles or need a transferable security solution that moves between trailers without permanent installation.

Seal Protection and Security Seals

What is the ENFORCER Seal Guard Lock?
The Seal Guard Lock (Model 5950) is a permanently mounted device that protects trailer and container seals from tampering. It serves a dual purpose: it functions as a door lock, and it shields the cargo seal—whether plastic, bolt, metal, or cable—from being removed, broken, or manipulated. The stainless steel housing is secured with an ABLOY padlock. This is a critical product for food shippers, pharmaceutical carriers, and any fleet subject to regulatory requirements where a broken or tampered seal means the entire load is refused or quarantined. Seal tampering incidents can cost hundreds of thousands of dollars per load in rejected freight, insurance disputes, and investigation costs.
Yes. TSI now offers a full line of tamper-evident security seals including plastic seals, cable seals, bolt seals, and metal band seals. All seals are CTPAT compliant and ISO 17712 H certified. They are available in bag or case pack quantities, with custom branding and colors, and ship from TSI’s U.S. warehouse for fast fulfillment. TSI recommends pairing seals with the Seal Guard Lock for maximum protection—the lock prevents tampering with the seal (as well as locks the door), and the seal provides tamper evidence.
Several programs and regulations mandate or strongly recommend tamper-evident seals on cargo. The Customs-Trade Partnership Against Terrorism (CTPAT) program, administered by U.S. Customs and Border Protection, requires ISO 17712 compliant high-security seals on all containers and trailers crossing international borders. The Transported Asset Protection Association (TAPA) includes seal requirements in its Trucking Security Requirements (TSR) standards. The FDA’s Food Safety Modernization Act (FSMA) and Sanitary Transportation of Human and Animal Food rule require shippers and carriers to demonstrate that food has not been tampered with—intact seals are a primary method of compliance.

Dropped Trailer and Yard Security

How do I prevent someone from stealing a dropped trailer?
Trailer theft from drop lots, distribution centers, rest areas, and staging yards is one of the most common cargo theft methods—thieves simply back a tractor up to an unattended trailer, hook up, and drive away. ENFORCER offers three products designed to work together to prevent this. The King Pin Lock (Model 1113) covers the king pin so a fifth wheel cannot engage—the trailer physically cannot be hooked up. The Landing Gear Lock (Model 1213) paired with an ABLOY 341-25 padlock locks the landing gear crank handle so the trailer cannot be raised or repositioned. Glad Hand Locks (Models 1350 and 1450) secure the air brake connections so brakes cannot be released. These three devices immobilize a dropped trailer from multiple angles.
A king pin lock is a device that covers and protects the king pin on a semi-trailer, preventing unauthorized coupling to a tractor. The ENFORCER King Pin Lock (Model 1113) is a solid cast steel alloy device with an ABLOY disc cylinder. It is portable, requires no welding or permanent modification, and can be installed in under a minute. It is master key compatible, so a fleet manager’s single key can lock and unlock every king pin lock across the fleet.
A landing gear lock secures the trailer’s landing gear crank handle, preventing the gear from being raised or lowered. If the landing gear cannot be raised, the trailer cannot be towed away. The ENFORCER Landing Gear Lock (Model 1213) is made from heavy-gauge, high-carbon steel and is secured with an ABLOY 341-25 padlock. It installs without tools or permanent modification.
A glad hand lock secures the air brake connections between a tractor and trailer, preventing the trailer’s brakes from being released. The ENFORCER Model 1350 locks the emergency brake glad hand connection, effectively “deadlining” the trailer so it cannot be moved. The Model 1450 covers the glad hand mounting bolts to prevent tampering with the brake line itself. Both are made from high-strength aluminum alloy and install quickly. They are also used as lockout/tagout devices at loading docks to prevent trailers from being moved during loading and unloading operations.

Truck and Tractor Security

How do I prevent my truck from being stolen?
The ENFORCER Air Cuff Lock (Models 3000 and 3030) is designed specifically to prevent truck theft. It covers the dash-mounted air valve levers in the cab, preventing the air brakes from being released. Without releasing the brakes, the truck and trailer cannot be moved. The Air Cuff is made from high-impact polycarbonate, requires no vehicle modifications, and installs in seconds. It is portable, so a driver can carry it from one truck to another, and uses an ABLOY cylinder for tamper resistance. The 3000 fits Volvo, Mack, and Western Star models. The 3030 fits Freightliner Cascadia (2015+), Peterbilt 579 and 389 (2015+), Kenworth T680 (2015+), and International ProStar (all years).
The ENFORCER Security Kit is a complete, ready-to-deploy security package for owner-operators and small fleets. Housed in a durable carrying case, the kit includes an ABLOY 341-25 padlock for door security, a King Pin Lock for dropped trailer protection, and an Air Cuff Lock for truck immobilization. Together, these three products provide layered over-the-road protection for the truck, trailer doors, and the trailer itself when dropped. Landstar is among the carriers that offer the Security Kit to their owner-operator network.

Fleet Security Programs and Key Management

How do I set up a fleet-wide lock program?
Transport Security works with fleet managers to design lock programs tailored to the operation. This typically starts with a security assessment of the fleet’s specific risks—types of cargo, lane profiles, parking locations, and theft history. Based on the assessment, TSI recommends the right combination of products, keying configuration (keyed alike, keyed different, or master key system), and installation plan (OEM during trailer build, aftermarket retrofit, or a phased rollout). TSI’s sales team handles fleet-level quoting, custom keying design, and ongoing support. Contact TSI at (800) 328-3442 or [email protected] to start a consultation.
A master key system allows each lock or group of locks to have its own unique key, while a single master key opens all locks in the system. This gives fleet managers centralized access for inspections, audits, and emergencies, while maintaining individual security for each trailer or location. Because ABLOY cylinders support over 10 million key combinations and use a restricted, patented keyway that cannot be commercially duplicated, master key systems built on ENFORCER hardware are significantly more secure than comparable systems using standard pin-and-tumbler locks. TSI designs custom master key hierarchies that can span padlocks, king pin locks, roll-up door locks, and air cuff locks across an entire fleet.
If a key is lost, Transport Security can provide replacement keys for any ENFORCER lock. Because ABLOY keys are patented and restricted, the lost key cannot be duplicated by anyone else. If key compromise is a concern—for example, a terminated driver still has a key—the lock can be rekeyed by TSI so the old key no longer works, without replacing the lock hardware itself. Replacement keys can be ordered at shop.transportsecurity.com/replacement-keys or by contacting TSI directly.
ENFORCER locks are built for a 10-year-plus service life under daily commercial use. The ABLOY disc cylinder has no springs to corrode or break, the shackles are case-hardened boron steel, and the housings are designed to withstand road debris, weather extremes, and impact. When a lock does eventually need attention, it can be rekeyed or serviced rather than replaced, further extending its useful life.

Compliance, Standards, and Insurance

Do ENFORCER locks help with TAPA compliance?
Yes. The Transported Asset Protection Association (TAPA) sets Facility Security Requirements (FSR) and Trucking Security Requirements (TSR) that many shippers require their carriers to meet. Physical locking devices on trailer doors, king pins, and air brakes are recognized as security controls within TAPA’s framework. Using standardized, high-security locks like ENFORCER products demonstrates a measurable, auditable security posture that supports compliance with TAPA standards and strengthens a carrier’s credibility with security-conscious shippers.
CTPAT (Customs-Trade Partnership Against Terrorism) requires participating companies to have security measures in place for cargo conveyances, including locking mechanisms and seal procedures. ENFORCER locks and TSI’s ISO 17712 H certified security seals directly support CTPAT compliance. The combination of high-security physical locks, tamper-evident seals, and controlled key management provides the kind of layered, documented security program that CTPAT auditors evaluate.
Many cargo insurance underwriters evaluate the physical security measures a carrier has in place when setting premiums and deductibles. A documented lock program using high-security, standardized hardware like ENFORCER products can be a factor in reducing insurance costs and strengthening the carrier’s position in claims disputes. In one documented case, a trucking company implemented ENFORCER locks after its insurance company specifically recommended TSI’s products following a series of theft incidents. While insurance outcomes vary by carrier and underwriter, the investment in physical security often pays for itself through reduced theft losses, fewer claims, and stronger audit performance.

Cargo Theft Trends and Prevention

How bad is cargo theft in the United States?
Cargo theft losses hit an estimated $725 million in 2025, a 60% increase over the prior year, as organized criminal groups shifted focus to higher-value shipments and new geographies. Thefts are no longer just opportunistic—they involve identity fraud, fictitious pickups, surveillance, and insider involvement. High-value targets include electronics, pharmaceuticals, apparel, food, and non-alcoholic beverages. California, Texas, and Georgia are the highest-risk states. Industry estimates place annual cargo theft losses in the billions of dollars when accounting for direct product loss, insurance costs, investigations, operational disruption, and customer impact.
Cargo theft falls into two broad categories. Straight theft involves physically breaking into a trailer, container, or truck to steal goods—this includes forced entry through doors, seal tampering, and stealing entire trailers from unsecured lots. Strategic theft involves stealing goods without ever breaking into a vehicle, typically through fraudulent pickups, identity impersonation, or fictitious broker schemes. Both types are growing. Physical security measures like ENFORCER locks address straight theft by removing the opportunity for physical access. Procedural controls, verification, and monitoring address strategic theft.
A layered security approach means using multiple, overlapping security measures so that no single point of failure compromises the entire load. For physical security, this means combining door locks (hasps or slam locks), seal protection (Seal Guard), dropped trailer devices (king pin locks, landing gear locks, glad hand locks), and truck immobilization (air cuff locks). Procedural layers include driver training, shipper verification, route planning, and yard access control. Technology layers include GPS tracking, geofencing, and surveillance. ENFORCER products are the physical foundation of a layered approach—they remove the opportunity for forced entry and unauthorized movement.
